Subject: If I marry my bf will he still be able to travel?
  If my boyfriend and I get married in New York, will I be able to file the papers in Canada while he is still in New York?

once he returns to his country and all of the papers have been already filed here in Canada will he be able to continue traveling back and forth to the US while everything is being processed? he has a visitors visa for the US and we will get married there just because he will be there sooner than I will be returning to his home country.

He is going to have to apply as a family member filling an outland application.

You have to be approved as sponsor first and then the Case Processing Centre will forward the application to the Canadian Embassy in his home country or the emabssy in charge of his region.

Visting the US has nothing to do with this.
If you get married, make sure you can prove that the relationship is genuine otherwise he could be rejected.

Being married to a Canadian citizen is not an automatic ticket to immigrate to Canada.

Once you marry him, he is done traveling; also you probably don´t want him to travel too much. You never know, he might end up having affairs and what not.
