Subject: NOTICE OF DEPT (HRSDC).
  I am applying outland for my spouse, i am Canadian citizen, we´ve been married and living together for about three years abroad, before that i used to live and work in Canada, always filed taxes (i do have all the tax forms, T4, notice of Ass.. and Option C for the years i lived in Canada) and never broke any law.
For the three years which i´ve been living abroad i have not worked, no tax to declare so i filed no taxes in canada.
The only problem is with Human Resources & Social development Canada (HRSDC) or maybe there is no problem and i am just worried !!!
Here is my situation, the last year when i was in Canada 2006, i was not on welfare, never was on social assistance but i was on employment insurance (EI) for about 8 month which should not affect my sponsoring application since its not welfare but i did receive from them HRSDC in 2008 a NOTICE OF DEPT for about $2000 at my mailbox in canada saying an overpayment of my employment insurance, i always thought they payed me less so i ignored them because i am not in canada since end 2006 and i need to go there in person as they suggested to solve the issue that was in 2008, i have no idea what happen since then, i shall solve this issue when i get there, nothing i can do from here and cannot pay this amount.
1- Shall this NOTICE OF DEPT from HRSDC cause any problem for me with Revenue Canada and will Revenue Canada know about this ??
2- Should i just get a letter from Revenue Canada stating that there are no tax records on file for me from 2007 until now, Will they give this form ??
3- Should i somehow file my Taxes for 2007, 2008 and 2009 for Canada without any income, i am sure that Dept shall show up in Option C printout, will it cause a problem ??
Please Help me someone, i am lost and confused, i just need advice for my 3 Questions or any advice will help, Thanks

Lived abroad for three years and never worked, LOL

This beautiful intelligent woman wants to be involved with a man who does nothing but sit on the couch and watch Oprah and Sports all day long, every day!

Now this beautiful intelligent woman wants to give up her good life and move to a country so you can get more TV channels.

What is wrong with this picture?????

DIY guy EI does not affect anything unless this beautiful intelligent woman was sitting on the couch watching sports and Oprah every day, every week for the last three years with you.

Thanks Roy and i understand your point but i have worked very hard for many years and saved money, we love each other and donot want to live apart for few month, that´s why i am applying outland, but once i get to Canada ofcoarse i shall start work.
My wife is about to finnish her education degree and i am taking Business and Investment courses and watching oprah once in a while.
I did read IRPA 39 but its referred to a foreign national who is inadmissible for financial reasons etc. i am a canadian citizen and there are no income requirement for spousal sponsorship.
Should i file my taxes as i mentioned in my Question 3 ??? should i file for 2007, 2008, 2009 and then obtain option C printout or just for the last year 2009 ??
or should i ask for a letter (question 2) that there are no tax records on file for me ???(will they issue me). basically i like to know filing my taxes will hurt my case or should i not file, also because i have not worked abroad nor lived in canada for 3 years ???

Hi, I hope someone can atleast reply to my 3rd question, i shall appreciate, shall i file tax for 2007, 2008, 2009 and obtain option C printout or its better for my case not to file my Tax at all for any year, Thanks
