As much as I know FBI clearance report shows whether you were ever arrested or not.

I was refused entry to the US 2 months ago on the visa waiver program because the officer in Washington believed for some reason that I intended to stay. He told me to apply for a tourist visa at a US consulate if I want to come to the US. He also told me that it was not a criminal offense, just lack of sufficient documentation showing intent to leave the country after the trip, but I was fingerprinted, photographed, and sent back to France.
Meanwhile my PR application to Canada is pending. I received the letter from the visa post to send in police records. I´ve never been arrested nor convicted of anything in my life. Well my FBI record came back showing that refusal of entry. How will this affect my case? Can anybody help?
