if he was in Canada for 18 years illegally (with an expired visa) and CIC knew about it... I doubt that he will be allowed back for another visit.

Vous dites qu´une personne a été expulsé du Canada il ya 18 ans et il veut entrer au Canada à nouveau. Il ne peut pas, il doit demander une autorisation de revenir au Canada avant qu´il entre en jeu. S´il ne le fait pas, il peut être refusé d´entrée.
