Advise please/work permit refused

Subject: Advise please/work permit refused
  I recently applied to bring my cousin as a live-in caregiver. WE have all the necessary dox (positive LMO, etc)
I really needed her as she can be trusted to care for my child and to live with us.
She was interviewed at the embassy and was told that she did not satisfy the officer that she would return to home country.
She was qualified and is able to speak English and care for a child without supervision as the officer deemed her qualified.
I am confused as to why she was refused on such basis, when Immigration Canada allows live-in caregivers to apply for PR after 24 months of full time work
What can we do to reapply?
What kinds of documents can we provide to submit a new application?

Lack of strong ties to the applicant´s home country is the main reason.

Provide more proof such as assets in her country of origin. In another word, she has more at stake in life in her home country than in Canada.
