am asking for an advice
-1 entrance in canada with a tourist visa in 1991
-2 department from canada in 1992 with an airline ticket payment from the government of canada
-3 demand for tourist visa in 2010 , it is not written in visa document that he did not travel before to canada whith notice that he traveled in more than one country including united states and he did not do any mistakes in this country moreover he submited a bank receit and country papers specific for him and old passports refer to several travels to america, paris and china and he is married and has children and his new passport contain ana american visa for 5 years and the embasade refused giving him the canadian visa and thats because of:
1- not sure he will come back to his country
-2the purpose of visit is weak( visiting canada is because he has work in united states and he want to visit her wife´s brother)
3- i am not satisfied that you have answered thruthfully all questions put to you.
and he want to require to get the tourist visa one more time .
my question is if its true that he was in canada since 19 years and he gone or he may come to require an invitation from his wife´s brother for the visit??

your post is very difficult to understand

is this correct?

He has now asked for a tourist visa without including a letter of invitation?

Just because he has a new passport does not mean the history is erased from his file.

Canada does not really care if he has come and gone from other countries legally - they only care what he has done in Canada. Last time he was here he was deported. Now he wants to come back for a visit?

He is dreaming.

John Doe entered Canada with a tourist visa in 1991

Removed from Canada in 1992 with an airline ticket bought by CBSA (then Immigration Canada)

Applied a tourist visa in 2010 and refused

The reason is that “…not sure he will come back to his country
-2the purpose of visit is weak( visiting Canada is because he has work in united states and he want to visit her wife´s brother)
3- i am not satisfied that you have answered truthfully all questions put to you….”

An invitation letter from someone in Canada will make little impact on his case since he was removed once before, he can’t still demonstrate that he has strong ties to his home country and CIC is not convinced that John Doe is being honest. Good luck.
