Even the governing body (college of physician surgeons) have high standards,but i don´t know how the Chines, Arabs and doctors of other nationalities get the medical license from them.
Here in Windsor - Ontario, Hotel Dieu & MET hospitals has lots of Arabs and Chines doctors, normally they don´t speak with patients but when they do, patients do not understand anything they talk. Even nurses laugh at their English. if someone need medical note, they give maximum 10 words medical note. My Cardiologist in Windsor who moved from Saskatoon, has 99% Arabic speaking staff, so he can talk Arabic with them and he might giving his patients shit in Arabic.
College of physicians should check doctors language skills every few years!!!!!!!!! so that they patients don´t get struck in the language barrier.

I am a doctor certified by the College of Physicians of Canada.
To be certified by the College, you have to do your specialty training in Canada, USA or UK. This means that you should very proficient in your English language skills. Your language should be understandable to the patients.
Know that there is an oral part of the College exam when they test the communication skills of the examinee through asking him/her with Qs related to his practice and the answers should be given verbally.
Nevertheless, many College-certified or American-Board certified physicians lack an efficient communication. I don´t say that they lack "language" skills but it is the communication skills that they lack. Although they can write and speak English very well - as a second language- they do have accents that sometimes work as a communication barrier.
I work with many foriegn-doctors (but certified by the College) whom I cannot understand. They do have a terrible accent that hinders effective communication. They cannot overcome this barrier.
I don´t think there is a solution for this problem. As long as the physician can write and speak English, he/she can easily pass the exams and be licensed. The real world is a different story.

(in reply to: DOCTOR # 3) there is training available to lose heavy accents. Actors do it all the time in reverse. Different languages form sounds in different areas of the mouth that are often unique to one particular language. once you understand how your mouth actually forms sounds, the ability to kill an accent is significantly improved.
That said, I don´t think most Canadians care that much if a doctor has an accent - as long as instructions are understood and they are competent.

(in reply to: DOCTOR # 3) there is nothing sick or racist when in the situation of life or death - right medicine or wrong medicine that both sides of the conversation can be understood clearly. I was listening to someone from eastern Canada on the TV the other night - white... (not that it matters) Could not understand a word they said. If I am on the eastern seaboard - that is my problem to resolve. if they are relocating to my end of the country - it is their problem to resolve if they want a job that requires communication skills.

Accents will be accents (in reply to: DOCTOR # 3) As long as your accent is clear it does not really matter. At times I can hardly understand accents from different countries that speak my native language.
In the West Coast younger people try to sound like Californians, but with a clearer accent. You can watch american TV and if you can understand what they say, Canadians will be easier to understand( at least in the West Coast).
