it is not a very good question... the best answer we can give you- where there is a job. where is that???? depends on the day, depends on your expertise, depends on your experience.
it is the same as asking where is the best place in the world to drill for oil...

if i have done mechanical/electircal engineering degree from my country. would it be acceptabe in canada. and if not then what it is ther procedure to make it recognizable in canada. can any body give an authenticated answer to that.

no. www.cic.gc.ca you would need to be licensed and that may involve additional education and testing.
