If Visa was processed but because of Landing Fee..

Subject: If Visa was processed but because of Landing Fee..

I have submitted an application for Immigrant visa last 2002. It was almost completed except for the landing fee payment(?).... I had some business problem then to take care of.... Anyway, can still have that application reconsidered or do I have to start all over again? I still have the letter transaction sent by the Canadian embassy. Can I just pay for the landing fee?
