this is the reply I got from CIC about access to CAIPS notes by applicants not living in Canada...
´Hello, Whomever is a Canadian citizen, permanent resident or presently in Canada is entitled to file an access to information/Privacy request.´
what that means is those of you who are applying outside of Canada are still stuck with the old system of having a Canadian friend/relative do it for you, or paying the $30 to the robbers.

hi ... (in reply to: clarification about CAIPS) Is it advisable to get a copy of the CAIPS information. Is there any chance that this might further delay the processing.

(in reply to: clarification about CAIPS) see some of the other threads. ordering caips notes does not change anything about the processing of your application. As to their usefulness, the verdict is out. I say they are a waste of money.
