My husband worked in Saudi on 2004 and now we are base in Dubai and applying for immigrant visa to Canada.
We submitted application for PCC in Saudi Embassy - Dubai last February, 2009 but unfortunate until now there is no reply. We recieved email from Canadian embassy to submit the PCC within 60 days. We went again to Saudi embassy - Dubai to apply for another PCC with the letter of Canadian Embassy but they said no need to apply because he has existing application but they can not give specific time when we can get his PCC. We also called the Phil. embassy in riyadh, they said they can issue Certificate of No Deregatory Record. My question, is the Canadian Embassy will accept this clearance from phil embassy - riyadh? If we can ask anyone in Saudi to get the PCC, what is the fastest procedure?

Saudi Police Clearance Certificate (in reply to: Saudi Police Clearance Certificate)
It is known to Canadian Immigration Agency that Saudi Authorities do NOT issue ´Police Clearance Certificate´ to non-resident personnel. Just explain this fact in writing to Canadian Immigration Agency.
