Can I claim 3 point if my wife finished her 12 year high school degree in china and completed one year BS in usa?

How to explain the statement from CIC? ´Obtained a one-year university degree at the bachelor´s level and completed at least 13 yearss of full-time equivalent studies´

Nishant is wrong. The degree doesn´t depend on country. It could be from any country not necessarily from Canada.
