Subject: Can my husband sponsor me?
  My husband is a Canadian citizen living in the Us with a PR,I am an American citizen. He owes child support here but can´t afford to live off the money left when paying child support. We would like to move to Canada with his family so he can work to pay off his debt. Is there a way for him to sponsor me when he still owes child support?

This is an excerpt from cic.gc.ca

You may not be eligible to be a sponsor if you:
•failed to provide financial support you agreed to when you signed a sponsorship agreement to sponsor another relative in the past
•defaulted on a court-ordered support order, such as alimony or child support
•received government financial assistance for reasons other than a disability
•were convicted of a violent criminal offence, any offence against a relative or any sexual offence—depending on circumstances such as the nature of the offence, how long ago it occurred and whether a pardon was issued
•defaulted on an immigration loan—late or missed payments
•are in prison or
•have declared bankruptcy and have not been released from it yet.

Seems like in the States. He will have to declare that he owes child support in USA on the asponsorship application and he will likely be denied sponsorship eligibility.

If He was able to get a payment plan scheduled with a lawyer would that matter? If not would I be able to come up on a work visa? If so how long can I stay on one? I am a nurse´s aide at a hospital here in the states. My sister in law is a nurse in Ontario and says I could find PSW work easily.

Once he has •defaulted on a court-ordered support order, such as alimony or child support, then he is not eligible to sponsor anyone to Canada. Once he´s caught up with his payment, am not sure if he has to wait for a period of time to elapse before he can apply. Contact Immigration on the number below and state your case.
It is possible to reach the CIC call centre from outside Canada via Foreign Affairs Canada:
+1 613 944 4000 (for an agent: options 1,2,1,2,1 ... then 0 to skip the message)


To apply for a work permit outside Canada:
To apply for a work permit from outside Canada, you must submit the following documents:
•a job offer from a Canadian employer
•a completed application, that shows that you meet the requirements of the Immigration and Refugee Protection Act and the Immigration and Refugee Protection Regulations, and
•written confirmation from Human Resources and Skills Development Canada (HRSDC) that the employer can hire a foreign worker to fill the job. This confirmation is called a positive labour market opinion. ◦In most cases, it is up to your employer to get that written confirmation. Information on the labour market opinion is found under Information for Canadian employers on the right-hand side of this page.
◦In some cases, you do not need a labour market opinion. (See Jobs that require a work permit but no labour market opinion.)

Let me get this right: he owes you CHILD SUPPORT and you want him to sponsor? If he owes you child support, you are separated from him so on what ground can he sponsor you? I would say nope, this case will fail!
