Subject: Feedback on our plan for Common-Law Sponsorship.
  I´m looking for feedback on the plan for PR application through Common-law sponsorship of me and my common-law spouse.

We have been together for over a year and lived in Canada together for just under a year before my spouse went back to Germany where he is a citizen. I followed him to Germany 7 weeks later. I currently hold a German Visa that is good for 1 year and we plan to live together for that entire year. During that time we will actively collect evidence of cohabitation and genuine relationship (we already have a lot of evidence of genuine relationship but will continue to gather more.)

When my visa expires next July, we will both return to Canada where we will gather any last pieces of evidence we need and send in the completed application (we will be applying outland).

I do have a question regarding our return to Canada: He is a citizen of a visa-exempt country and therefore can enter Canada and stay as a visitor for 6 months. However, when he enters Canada, it will not really be to visit, it will be to be with me until his PR application comes through, so what should he say when we do enter Canada? (note: he will not be working illegally or anything during the waiting time, simply being with me and living off savings because we do not want to be apart for an indeterminate period of time.)

Also, if the PR does not come through in 6 months (quite likely, I know) will the fact that he applied for PR (even though it is outland) make it more likely that his visitor status will be extended when he applies for it?

If you have lived together for a year why not apply then? Count the time in Canada and when you have got to a year using time together in Germany.
Apply then, as visa is usually thru in 2-4months at the moment.
I don´t advise you bring him to Canada and work, that is a no no, he is not allowed to work until he recieves PR.

No, in Canada we lived together for just under a year then

Now we´re living together for a year, and I´m going to bring him back to Canada

---just to be with me NOT to work illegally---

Thanks for the replies but I would still like an answer to my questions regarding him entering and extending his visitors status.
