Hey there,
I´m here half way through my working holiday visa and have recently landed me a full-time permanent job as ´Data Analyst´ starting in Nov(I come from IT/technical background if that clarifies).
I´m planning on applying for residency under Skilled Worker category(not sure whether it´s essential to get HRSDC positive opinion before applying. My guess is it falls confirmation-exempt category??) See below an excerpt from CIC website:

And:
•Your work permit is valid when you apply for a permanent resident visa and;
•Your employer has made an offer to give you a permanent job if your application is successful.

It doesn´t even mention HRSDC/LMO at all. Does that mean it´s not essential?
Also, I read instructions on the set of application forms which contain contradictory information at multiple places:
It seems clear that with the employment, I should submit my application to the Centralized Intake Office (CIO) in Sydney, Nova Scotia, Canada. But then more than once the instruction also mentions visa-office specific form(I´m a New Zealand national so it´d be Sydney office, Australia). So does that mean my application will end up at Sydney office, i.e. I need to comply with Sydney specific instructions too?

International Youth Programs - bilateral, reciprocal
arrangements – that enable persons between the ages of 18 and 35 to work temporarily in the respective countries who are parties to the agreement.
Therefore, it is not a HRSDC confirmed work permit that did not demonstrate that
“the employment would be likely to result in a neutral or positive effect on the labour market in Canada."
IT´S INTERNATIONAL AGREEMENT!
No, “international agreements” fall in such areas as civil aviation,international free-trade, emergency services, and so on.
