When CIC make decisions on H & C case , do they care about how much $$$$ annually applicant´s family is making? Is there any minimum annual income requirement for H & C cases? Our annually income is not much but we are not on any kind of social or government assistance.

...he applicant would suffer undue, disproportionate or undeserved hardship if he was required to apply for permanent residence from outside Canada...
The principle of Humanitarian and compassionate within Canada.
In a positive H&C letter, it states that
You are not self-supporting. Persons in receipt of social assistance or welfare benefits, either directly or indirectly, are defined in the IRP Act as inadmissible persons.
Please keep working.
During the landing interview, a bank statement was useless for the officer didn´t bother.
