I heard and read that Etobicoke CIC PRRA officers who make decisions on H & C with risks are not well trained to deal with H & C application. Their decisions are mostly based on PRRA results. Any comments!

Are you trying to trap Roy into saying something that would jeopardize his reputation with CIC?

don´t take it wrong Sharon. I am just asking his opinion/experience.
I am waiting for the result of my H & C with risk since 2002, which is sent from my local office to PRRA unit at CIC Etobicoke office.

I realize that you are likely innocent in your question but others are not so, do not be offended if Roy questions your intent or simply does not answer. Perhaps someone else that does have to work with these people might weigh in.

Geff it is like the weather every do often it rains and snows in canada and there is not much you can do about it. Well at least it has snowed in Vancouver we in the GTA are not getting a white Christmas.

The RAD Refugee Appeal Division is coming so all the H&C Officers and the PRRA Officers are now lumped together to clear up the backlog.

It is the luck of the draw. Any H&C approval has to be based on the rules but your chances are increased if you get a person with a tender heart or common sense.

Remember it is far easier for any Officer anywhere to say NO then YES because then they do not have to justify a NO unless someone screams from the high hills that you were wronged and by that time the applicant can be back in their country.

What is Risk, Cruel and Unusual Punishment?
What is Unusual, Undeserved or Disproportionate Hardsip?

Sure sounds the same to me but where do the lines intersect?

Just finished a 1,000 + Page PRRA for a Chinese family who have three above quota Canadian children. One Parent in China was fined $100,000.00 for having only one above quota child. Another University Professor who makes $5,000.00 per year was fired from h is position and fined $35,000.00 for having a second child.

These Canadian children will not be allowed to attend state funded schools in China and their parents will pay an average of 44K per child per year.

These Canadian children have no right to Chinese citizenship because they were granted cirtizenship by birth in Canada.

Now I can go on for days about this family. The softer gentler family man Prime Minister did not seem to care. http://www.cvimmigration.com/Web_Page_Chen2.pdf

Thanks Roy & Sharon for your great words. I´ll keep my fingers cross and hope that the officer who is handling my file will have a tender heart and will use common sense/compassionate.
Their one No can ruin the lives of families. I pray for them to be compassionate and use commonsense with applicants.
