Subject: Looking forward to your much needed opinion! Roy
  Hello,

I am an international student with Masters Degree. I am preparing my application for Provincial Nominee program (PNP) for Masters Graduates. To apply, I see that I meet all the requirements except the minimum balance required ($11000 approx) in my account.

My situation is I graduated in August 2010 and looking for a job at present. During my studies I was working part time as a teaching and research assistant so I had some monthly income, but most part of the income I had was used to pay my school fee and expenses. Moreover I had always been in continuous full time study until August 2010. Consequently, I was able to save only $2300, by the end of my studies. But, since I have been looking for a job for the past 4 months so I used that money in my job search process (not working part time) so I have just 1500$ at present. I don´t know why they expect so much money from recent grads? Also, my uncle (blood relation) has always supported me here and at present also I am living with him and I have no expense in terms of accommodation, food and traveling. Moreover, he is willing to support me in future till I find a job and ready to provide me with an affidavit of support.

My question if I provide the immigration office an affidavit of support stating he (my uncle) is willing to pay 800$/month {(12*800 = 9600 + my saving (1500)> minimum required} to me, will it be accepted by the visa officer or it would not be a good idea to apply like this, as fee for application is $1500 (no refundable) and I can´t afford to lose it?

Any advice or help in this regard would be much appreciated?

Hi Munish,

I am not sure the support affidavit will be good enough or not. But if your uncle is ready to provide you $800 per month then I guess, he will be able to give you the required amount in one chunk to show the proof of balance in your account. and once you are done showing that you can give the money back to your uncle. Same way, you can probably ask your parents to provide you some money just for showing purpose and then once you are done with your PR file, you can give money back to your parents.

Hello Nisha,

Thanks for your reply. But they ask for personal bank account monthly statements for the past 6 months. Now if my balance right now is just 1000$ and my uncle give me money so my balance two days from now will be 12000$ and then I apply.

I don´t know how I would explain this abrupt balance change and if i tell them my relatives gave it to me, would the visa officer satisfied? I don´t want to take a risk on this.

But if its absolutely fine then there is no problem in doing what you suggested.

Hi Munish,

I think, it would be ok to show the bank balance with the help of your uncle and parents. Keep in mind if they have asked for last 6 months and you havent applied yet then take the money to show and keep it in your account for 6 months and then apply

I understand that people do this all the time - show money... but it is illegal. Those funds required for settlement are supposed to be unencumbered. That means they do not need to be repaid. There is good reason for that - settlement is hard enough without owing thousands of dollars the day you arrive.

Everyone that ever promised you something always came through with their promise?

Can you put a promise in the bank, NO, then it will not work.

Dear Sharon:

I completely understand that and I am not going to do that. The simple question is how can I have 11000 $ savings being an international student and paying so much of fee. Secondly, opportunities ontario have specifically tailored this program for masters graduates (that means they know v r recent graduates).

All I mean to say is I can get support from my parents and relatives only till I find myself a decent job and they are the ones who have supported me till now.

For Roy: I don´t want 11000$ right now but if my parents can send me some money now and letter of financial support that they will provide me with more in future if I require(But I am sure I wud get the job soon) and wud not need that then you are saying theres a problem?

Now considering my situation, If I ask my relatives to give me the whole chunk right away its taken as negative and if i be totally practical and ask them to give me a financial support letter then also its taken as negative (like promise cant be put in the bank).

What you think is the right way?

CIC want as much assurance as possible that you have the required money to survive in Canada - that means somewhere that it can be touched and seen. I would make every attempt to follow the rules exactly or you may face having your application denied.

What Nisha is telling you is not right. The fact that you cannot come up with the money that is required for your PR application is your problem.

The regulations are very clear and CIC looks closely at those things. If you don´t have the money you are not elegible. Your uncle can promise the world but the regulations states that the settlement funds have to be unencumbered it doesn´t say that a support affidavit is valid or so and likely CIC will ask for more than one statement throughout the application process.
