I would suggest you find a very good immigration lawyer, and pay him to give you the same advice.

Your husband can apply for pardon 5 years after the 18 mth parole so in his case it would be in 2012

apply is the magic word. does not mean he would get it and it would still take time to process. Until that completes, sponsorship is out of the question.
like I said... college.
the bad part about this, I suspect Mihaela is simply going to go off-radar and live illegaly in Canada and hope for the best.
