Please help me Roy:
I just want to know how long it take to get a final decision on H&C application. My file was transfered to local office in Vancouver last month, January 2011. It says in the cic.gc.ca website that first stage approval take 11 months and second stage approval take 15 months. Is it the maximum time? Can you also tell me what the immigration mean by first stage and second stage approval?

Vegreville is the initial screening process to see if everything is in order.
The first step is that the officer at the local immigration office makes a decision, approved in principal.
The second step is all the rest, medical, security, and police certificate and paying the right of PR and photos, etc.

I don´t know about others, but i filed H & C in 2003 & and still waiting for first stage result at the local office.

no status, but i get work permit every year and i also get IFH health coverage.

@jeff : Ok that confuse me. How would you get work permit if you don´t have status?Are you on TRV (Temporary residence visa)?
@Anony 180 : According to CIC website and CIC staff, it´s 36 months. But one consultant told me that it takes longer if you don´t have valid status. I´m not sure if that´s the case.

The program (Interim Federal Health (IFH))is for some refugees and refugee claimants.

It varies from case to case.

work permit : pay fee and you will get it
IFH: fill out the application and send it to local office, you will get it within 4 week. you must have pending h & c application in order to get IFH.

If you don´t mind me asking, are you failed refugee claimant and applied H&C?I google a bit and found that it is for refugee claimant. And, as far as my immigration knowledge goes, you are not eligible to apply for work permit inside in any other scenarios unless you are/used to be refugee claimant.
