I am a permanent resident but I do not meet my residency obligation yet. I am right not in Canada. I’ve got married after I have received my PR which means that my wife is not a permanent resident.
In all cases I cannot sponsor her at this stage.
Is there any possibility that my wife can come to Canada on a study permit/visa? Will she be approved or she will be rejected automatically? They do mention that dual intent is not a reason for refusal. It is obvious that her plan is to be in Canada until I complete my 730 days. Instead of being away from each other for so long, she genuinely wants to study.
I still have 450 days to go.
Is there a way I can make this happen?

you are correct - you must be in Canada to sponsor her
as your wife, she will have very little chance of getting a visa to study in Canada as her intentions would be to remain in Canada once her visa was finished.
your best option... get yourself back to Canada, get working and established and then sponsor your wife.
no short cut that I am aware of.

Thanks Sharon, can this happen before I complete my 730 days, I mean once I am stablished. In fact I was away from Canada for more than 4 years.

you can´t do anything until you prove to border services that you indeed intend to reside in Canada - does not sound like that is a sure thing. Your status may be a problem.
You need to have an address and a job in Canada to sponsor.
You have a lot of things to do before you can even fill out your sponsorship application.
You have backed yourself into a serious corner. Why do you want to bring your wife to Canada when you don´t want to live here yourself????
