Well Minister Kenny is at it again. No outlandish comments this time though or better yet no real details.

This week since parliament is not sitting he has been travelling around telling all he is going to change the points required to become a permanent resident.

Official languages will get more points as well as trades people.

The two don´t seem to mix so stay tuned.

Focus on this and all the changes happening for FSW.

What happens when you actually pay someone to represent you w ith a FSW application and the cap is reached after the vast majority of the work is complete but CIC has not received the actual application.

Both representative and client seem to be out in the cold.

Given that CIC does not require legal representation to file a FSW application, that would be strictly a client risk and should be clearly covered in the engagement agreement. How is it different than hiring a lawyer to help you sue someone and they file bankruptcy before you have a chance to collect your money. You still have to pay him for services rendered. The lawyer/consultant did the work requested in good faith and if the client knows there is a risk that you may or may not be approved or accepted, then there should be no argument.

Besides,the work done is not lost should the applicant want to try again. Change the date and send it in.

I don´t have a problem giving more points for language seeings that seems to be the biggest obstacle to getting a job.

What about all those trades people who can not speak English or French and who could work for a company that employs almost all of their current country men who would be speaking the applicants language?

How does one put the two of those together in a system that treats all equally as the charter states?

Reaching the Cap one day or a month before submitting makes neither happy even if you have a contract. Now do the legal requirement of submitting a FSW and it will not make it faster but if you put down the wrong NOC code you fail as well especially on a CEC application.

I would refund a portion even if it is not deserving in certain cases.

Kenny seems to be afraid a little of Lawyers but he Consultant bashes.

I try my best not to call myself an Immigration Consultant because I see it as a dirty word.

Roy, I don´t see this any differently than having someone help you apply for a university or medical school etc. If you want to offer a refund - good on you. But that has absolutely nothing to do with CIC. If you are taking the client in month 10 of the NOC year, you have to know that you are on borrowed time.

As for language - I agree, some trades don´t require english skills - such as brick layers, stucco applicators etc. but there is enough that do, where a rule can be justified. Face it, they are trying to get the number of application closer to the number of available spots and the cost of helping someone and their families with language skills costs the Canadian taxpayer a whack load of money. Skill level is rarely the complaint - language skills is the biggie.

What else would you suggest to lower the overall application levels?

Thank you so much Sharon for your opinion and special thanks for 79.237.163 putting a smile on my face this morning.

I have a construction manager from Portugal with seven years experience working in Canada with not even high school, fluent English, super person and dad and I so hope something will be there for him in the changes.

Roy, I appreciate your sentiment. I have had the pleasure of working with the Portuguese community for many years as tradespeople. They usually learn their english from their kids. I would be very sad to see them discouraged from coming to Canada. However, you know and I know, you can´t create an immigration system with exceptions all over the place.

Out here on the wetcoast, I would really applaud some enhanced language requirements. I would even start putting some requirements on accompanying family or family class. I know that will never fly but we are really struggling out here trying to find employees with sufficient command of the english language to conduct retail and business transactions.
