Unfortunately, your poor English abundantly shows in your writing! If you think you know why you are not getting answers, you probably need to change your approach? You say you know why, so can you explain what the reasons are?

applying on the internet is not going to help much. Not only that, the industry is slow right now. Lots of people with much more experience and better language skills that are looking for work.

That is why IT has been removed from the list of skills Canada is accepting at the moment. You must have applied before 2009?

Give consideration to other types of work.

Try to get any kind of IT job, don´t just try for Software Eng. position. You need to gain some Canadian experience first. check your resume again and create good professional covering letter for each job opening. adjust your skills as per the employer´s requirement. Sometime if you are overqualified, they will not consider you.
Try applying other cities not just the Calgary.

I´ve see quite a number of people talking about IT sector in Canada being in bad shape. But, when you look at job-search-site like monster you´d find tons of vacancies ranging from entry level(such as LAMP developer) to high experienced level(such as senior consultant). Let´s be clear, I´m not criticizing anyone for saying scarce. I´m just curious to know why there are so much vacancies if it is slow.

4 years of experience with iffy language skills are a dime a dozen. If you really want work - you should be in India - THAT is where the IT work is.

It´s a positive thing that you have experience but anyone hire you when you are able to fulfill his/her requirement, so in my opinion try to convince the recruiter that you are the right choice for him/her.
