We filed (3 of us) our applications as immigrant last Nov 2005. We received a letter from the embassy last Oct 31, 2008 asking if we will proceed with our application. As instructed, I did not respond to the letter which means that we will continue with our application. However, since then we have not received any letter and its been over 5 yrs. since I filed our applications. what could possibly be the reason for the delay?

because you elected to remain in the immigration system under the old rules by not responding to the letter. Go back and read it.
if you qualify under the new criteria, your wait would be significantly less.

Hi Rally,
If you qualify under the new rules, withdraw your old file and apply under new criteria.
If you don´t qualify under new criteria, there is no choice other than to wait.

theletter i received did not say anything about the old criteria and no option was given to me with regards to applying again unde rthe new criteria. If i remain under the old rules how long will the wait be? how do i re-apply under the new criteria? how can i withdraw my old files?

first, determine if you qualify under the new rules. www.cic.gc.ca
how long under the old rules - nobody can really say for sure - but it is going to be a long wait.
