Subject: CBSA costing Canadian Taxpayers Thousands
  CBSA costs taxpayer thousands in detention costs by preventing failed refugee from going home when he wants to go. Immigration Division has it on record 2X he waived PRRA Pre Removal Risk Assessment.

Detention costs in the GTA are $200.00 a day.

Since when does a failed refugee claimant have to sign in the presence of a CBSA Officer if they wish to waive PRRA.

Client was in Windsor and at his first detention review May 31st 2011 informed the CBSA Officer and the Immigration Division member on record with an Interpreter that he waived his Pre Removal Risk Assessment. Did so again in Toronto today!!!

Client was sent to Immigration Holding Centre on June 1st 2011. I have made eleven calls to Mississauga GTEC to attempt to expedite his removal to NO AVAIL!

On Wednesday June 08th 2011 I got him to sign a waiver of his PRRA and delivered same to supervisor of detained unit GTEC who told me fantastic we will get him out real quickly.

Today the Officer assigned to his file claimed that to waive a PRRA it has to be signed in the presence of a CBSA Officer. It is normal practice that when you get called to the PRRA your given forms and if you don´t wish to apply for a Pre Removal Risk Assessment sign the last page and send only the last page in!

Not leaving before the authorized stay or prior to getting detained did indeed cost thousands.

Why does it take in excess of two weeks to remove someone who is detained with a valid passport?

Oh I know the immigration act states prompt processing is an objective of IRPA and they have their own interpretation of the word PROMPT so CBSA follows along blindly.

I assume that when you fill your taxes if you are elegible for a refund you get it in 24 hours after submitting your T4R on line right?

Oh no wait.... because of the admin process it might take longer so let´s say about two weeks?.

An illegal alien is detained, he/she is not a security risk. It is as easy as updating a few things in his/her file, couple of pictures, call the airline, provide them with a PO#, get a ticket and put him/her in a plane.

That would be easy if the detention centre had only ONE person under the same situtation.

But that is not the case. You worked in a detention centre, you should know better than that.

What does not make sense is that twice on the record he waived his PRRA.

Then I got the PRRA waiver page 10 signed and translated for the client. Submitted same to Detention Unit Sup and the EDO yet the Officer in charge of the file claims a waiver of PRRA must be signed in front of a CBSA Officer, DAHHHHHH

This is the same office that hands out at least 50 PRRA applications and every single person is told if you wish to waive your PRRA just sign page ten and fax it or mail it in.

Whats worse is the relative want to purchase the ticket but CBSA is not cooperating.
