Updated Ministerial Instructions



Notice is hereby given, under subsection 87.3(6) of the Immigration and Refugee Protection Act, that the Department of Citizenship and Immigration has established the following Ministerial Instructions that, in the opinion of the Minister, will best support the attainment of the immigration goals established by the Government of Canada.



Overview



These Ministerial Instructions identify immigration applications and requests that are eligible for processing under these instructions.



Instructions are directed to officers and their delegates who are charged with handling and/or reviewing applications for permanent or temporary visas to enter Canada.



Authority for Ministerial Instructions is derived from section 87.3 of the Immigration and Refugee Protection Act (IRPA). The Instructions are being issued to ensure that the processing of applications and requests is conducted in a manner that, in the opinion of the Minister, will best support the attainment of the immigration goals established by the Government of Canada.



These Instructions come into force on July 1, 2011.



These Instructions apply to applications received by the designated Citizenship and Immigration Canada offices on or after July 1, 2011.



All Federal Skilled Worker applications received by the Centralized Intake Office in Sydney, Nova Scotia prior to July 1, 2011 shall continue to be considered for processing having regard to the Ministerial Instructions in place at the time of their receipt.

* 0811 Primary Production Managers (Except Agriculture)

* 1122 Professional Occupations in Business Services to Management

* 1233 Insurance Adjusters and Claims Examiners

* 2121 Biologists and Related Scientists

* 2151 Architects

* 3111 Specialist Physicians

* 3112 General Practitioners and Family Physicians

* 3113 Dentists

* 3131 Pharmacists

* 3142 Physiotherapists

* 3152 Registered Nurses

* 3215 Medical Radiation Technologists

* 3222 Dental Hygienists & Dental Therapists

* 3233 Licensed Practical Nurses

* 4151 Psychologists

* 4152 Social Workers

* 6241 Chefs

* 6242 Cooks

* 7215 Contractors and Supervisors, Carpentry Trades

* 7216 Contractors and Supervisors, Mechanic Trades

* 7241 Electricians (Except Industrial & Power System)

* 7242 Industrial Electricians

* 7251 Plumbers

* 7265 Welders & Related Machine Operators

* 7312 Heavy-Duty Equipment Mechanics

* 7371 Crane Operators

* 7372 Drillers & Blasters — Surface Mining, Quarrying & Construction

* 8222 Supervisors, Oil and Gas Drilling and Service

A maximum of 10,000 new Federal Skilled Worker applications, without an offer of arranged employment, will be considered for processing each year.



Within the 10,000 cap, a maximum of 500 new Federal Skilled Worker applications per National Occupation Classification (NOC) code will be considered for processing each year.

Immigration reduces the Occupation Cap to 500 each - total 10,000! Limits will be filled almost instantly many applicants already to post whoops send their applications by courier MAIL STRIKE! http://goo.gl/qNeKW

that list is pretty narrow. so many off the codes require accreditation. Sure tells you the fear level around the strength of the economy. Wonder if they are going to try and clear up some of the backlog.

Not the greatest news for many of our forum members.

THE MINISTER DONE A GOOD JOB, I THINK HE SHOULD BAN ALL FSW APPLICATIONS FOR NEXT 4 OR 5 YEARS, UNTIL THE THE JOBS SITUATIONS IMPROVED, IN THE PAST PEOPLE WERE COMING BUT THEY WERE NOT ABLE TO FIND JOBS, SO THEY ENDED IN FACTORY JOBS/DRIVING CABS OR OTHER LABOUR JOBS.SALUTE TO THE MINISTER

given how they have put a 500 cap on each category and how many of those categories are regulated - I would suggest the tap has pretty much been turned off for the time being.

How many Drillers and Blasters are out there that want to come to Canada this year. I highly doubt there is 500 and there is no provision to divert quota to another category.

I suspect the job offer route will be the best way for most people and so it should be if we want to ensure people actually can work in their field of expertise once they arrive.

Hope the economy improves soon.

May I inquire if I can apply for the position of Property Administrator under Independent / Skilled Migrant category.

I am a licensed Civil Engineer but now working as an Acquired Assets officer (for the past 10 years now) of one of the State Bank of the Philippines in-charge for property administration and management of its acquired assets. I am also an MBA graduate. Among my previous experience were as a Property Appraiser (1997 to 2002), Civil Enginner for building-construction (1994 to 1995), Civil Engineer for water supply constrution project (1990 to 1992, Civil Inspector of Air Base (1987 to 1990).

I understand that the Property Administrator position is not included in the Ministerial List of Occupations.

I would appreciate deeply should this inquiry of mine be replied through my e-mail address.
