Subject: I need help
  I have a little problem now to sponsor my husnand, I married him in Nepal last summer and I don´t know if anyone can help me or familiar with this, but my husband is Nepali and lives in India since many years now for work. Hw moves around every 6 months in India, following the seasonal work there. He doesn´t have a permanent address there for that matter. We need to get a police clearance certificate from India, but everything we tried is not working. It seems to be very hard to get. I contacted the Indian embassy in Nepal and they told be he could get it from India, but in India they don´t want to make it for him. Now I really don´t know what to do because it´s one of the only documents missing to start the immigration process.

I need help solving this please.

For districts other than the Punjab:

Applicants should contact the local Senior Superintendent of Police/ Superintendent of Police/ Commissioner or Deputy Commissioner of Police, the Additional Commissioner of Police, or the Station House Officer (Police clearance certificate issued by the Regional Passport Office are also acceptable.

For residents of the Punjab:

Only the Senior Superintendent of Police or the Regional Passport Office may sign a Police Clearance Certificate.

A: Are the authorities in Indian concerned with his status or something? More things need to be explained.

As I understood, I will instruct my husband to go to the places you mentioned to get police clearance from INDIA. He may be was his fault trying to get the police clearance from Indian embassy in Nepal. Then he should go back to India for this police clearance?

Can I submit application to sponsor him now, without this police clearance, so I send it later or not.

Did you know that some applicants submitted a police clearance letter with the initial application and were again asked to submit again at the later stage.

I submitted PC with application but was asked to submit again at the time of approval; but I come from a well organized country (US) so it was easy to ask the FBI for one more copy. I guess it is hard in India; however, what kind of person are you? Why marry a migrant worker from Nepal who needs to hop around India for work? You should have aimed high!!! Get a man with good professional education and stable work.
