In Canada vs outside canada application

Subject: In Canada vs outside canada application
  I am a U.S. citizen that has been in a common law relationship with a Canadian citizen for over a year. We are in the process of doing the paperwork for the immigration process to Canada. I was told by someone else that was in the same situation, and did the process a few years ago, this:

"Just because you are "in" Canada doesn´t mean you have to file an inland application, as a matter of fact - while it´s your right to do so - it´s not recommended."

My question is, how is this possible, if A)You´re actually IN Canada and B)You´re filing under the common law status? Doesn´t that defeat the whole purpose of the common law, and wouldn´t that be a lie to classify it as being outside? (I know that this was recommended to me because the processing time of filing one outside of Canada is faster than that of filing one inside of Canada. I am just confused at how that is even possible.

Also, to do the police clearances, do I have to go to the police station in our area to get that started?

Inland process means that you stay within Canada and land as a PR by going to a local immigration office.

Outland process means that you depart and get your PR visa at a visa office outside Canada and land at a port of entry or at a airport by driving in or flying or cruising into Canada.

Each process has a different visa office.

From what I have been reading, it looks like filing outland may be the way to go... less time to process, right of appeal.

If that is the route that we end up taking, does anyone know where we send the outland paperwork to upon its completion. We are in Winnipeg, Manitoba. My fiance is the canadian citizen, and I am from Pittsburgh, PA.

Also, I need to extend my visitor record. Did I see correctly, that this process can be done online?
