ok here is my old case i am a canadian born citizen (in montreal),i meet my first gf in march 2004 on internet (chinese girl),i meet her in person in china in oct 2005 (10 days),i meet here a second time in china in feb 2006 (20 days) ,i got married with her in april 2006 go there 10 days and than i processed all the file for immigration to come live with me in montreal..i return a forth trip china after married in sept 2006 for 15 days.she as been approved visa with no interview in dec 2006,she arrive canada december 2006 live with me 29 days until she get the pr card by mail,then throw me out my house,stole or sell my stuff and run away to vancouver to another guy there( guess another bf she had there) i don t know even today..ok got the thing to court in superior court got a my marriage annuled in dec 2007,for using me to come canada only not for living with me
ok now the new case..everything i will say in the following i can back up with proofs ,photos,tickets,receipts,bording pass and passport stamps,from both part i mean me and my new gf(chinese one too),we did not meet on internet but in person in hong kong she was from shenzhen and work there too,we meet each other in french eatery and stop me because she was curious if i was from quebec and if i live there ok to make a long story short we talk she show me around hong kong a little than when it was time to come back,she want to keep in touch with me since she already processed her immigration to quebec as a qualify workers and was waiting for the test(french one),ok to make it short after we contact offen in fact almost everyday..i help her with french over internet and meet her again 3 times(in 2010) but in china (shenzhen) the relationship change from friendship to love,than she did not passed the french test missing 4 points so she want to have a second chance and take it again with the all cost at her depends,we meet again between the waiting on the second test 2 times and the second one she did not pass either by only 1 point.
now since we are in love with each other we plan to married next years september in fact and i planned to go back few times in china but for long stay like 1-3 months before we married.
the fact is :i am thinking about sponsor again in 1 or 2 years
my first sponsorship had problem i mean my last gf ran away after 29 days
my present gf did not passed the test in quebec(french one)
my present gf she know everything about my passed relationship
my questions are:
-can i sponsor a spouse again under those circunstances?
-if my gf did not passed the french test could it affect the decision even if we had relation before she get the first result of the french test
ps about the first sponsorship and welfare ,i did not received any notice from any gov(provincial ones) that i need to repay back money so my question how we can find out if we own money back to goverment,my last gf just stay with me 29 days and ran away to vancouver and i dont even know if she was on welfare or not how can we know those things when we sponsor again,

first, it does not matter how long you are with your first wife - your undertaking with the federal government still stands and therefore the obligation still stands. They would contact you if you owe money.
Bigger challenge is to prove your current relationship is not one of convenience to solve the problem of missing the points for language. I would strongly urge you to get some help with the application so you do not mess things up.

She doesn´t need to speak French in order to be accepted.
I sponsored my wife and she spoke neither English nor French at all.
The most important thing is to convince the officers that your relation ship is genuine. You must gather enough evidences to show them that your marriage is not for convenience: pictures, business cards, phone calls, messenger, etc, etc, etc.
