Hello,.
A friend of mine was deported from U.S for overstay his student status for 10 years. And now he is in Canada trying to apply for PR, can he get PR even when the PCC or FBI record shows he was arrested and deported?

on what basis is he in Canada? what was he arrested for in the US?

Yes of course if he meets certain criteria found in IRPA, IRPR.
The issue is admissibility and if he is deserving.
Your question can never really be answered properly because there is no detail to base a proper response on.
