Sharon, maybe you know the answer, this is no relationship with immigration. This is a question I am always wondering.
In what kind of chance, you have to talk to your local MP.
Because I almost walk thru MP office everyday this question coming to my brain quite often, what is MP for?
For example, my area´s MP is

(in reply to: Question towards MP) they share their time between Ottawa and their constituency. They are there to represent your interests in Ottawa (don´t hold your breath) and bring the government back to the community.
I got in to see the assistant to my MP very quickly. I have done that twice now over different issues. Immigration is a biggie for our MP´s because if they help, the newcomer and his family is likely to think they are good people and vote for them next time!

I can have some proposal for immigration, especially for those Canadian inland applying to skilled workers, ask CIC to bring them inland rather than Buffalo.
Or even something like National Day-care program.
However, not really familiar with Tory policy, doubt if they like bringing more immigrants.
