To those with applications already in the system, sounds like things are going to go a little faster that we have been discussing. Even with an increased quota, it is still going to take 7 years to clear up the backlog.

Multi-entry visa being creates to allow parents to come for extended 2 year visits. Downside - ties to home must be maintained and parents will not be eligible for Canadian benefits such as free healthcare.

I am sure Roy will have lots to say this morning but at least people are no longer being given false hope that parents can be here in 2-3 years.

Kenney tackles parents immigration backlog

Canada is no longer accepting applications from people who want to join their children or grandchildren in Canada, Immigration Minister Jason Kenney announced Friday.

The citizenship and immigration minister also announced a new super visa for people who want to visit their family members. The 10-year visa would allow them to stay for up to two years at a time. People will have to have private medical insurance and meet a minimum annual income level of around $17,000 to have their parents or grandparents accepted.

Kenney also announced the government is increasing by 60 per cent the number of parents and grandparents who will be accepted every year, bringing it to 25,000 from 15,300 last year.

The purpose is to clear a backlog of 180,000 applications while the government takes the time to consult Canadians and provincial governments about how to change the family reunification system, he said.

Kenney says he wants to avoid another backlog — under which it can take seven years or more to be accepted — and make sure the system is financially sustainable.

"If we leave the program open for applications during that period of consultation and redesign, we know what will happen. We will get absolutely flooded [with applications]," he said, as immigration lawyers and consultants anticipate changes.

"We’ll never be able to deal with the backlog. That’s why it is absolutely essential that we bring in a temporary pause on incoming applications as part of our action plan."

Super Visas

Kenney softened the blow of the freeze by announcing his department is introducing super visas, which should take as little as eight weeks to process, he said.

Applications received now, he said, would end up at the back of the seven to eight year waitlist anyway.

"We ask those people to be patient, to use the new super visa that we´re offering them so mom and dad can come and visit the grandkids in Canada for an extended period, allow us a bit of time to get the backlog down, speeding up the wait times, and open up the redesigned program in two years time," Kenney said.

He says he expects the wait time to be closer to four years, with about 80,000 people in the queue, when the program re-opens.

NDP Immigration critic Don Davies says the move isn´t fair, especially without giving notice.

"I think there´s an awful lot of people in this country who came to this country under rules that permitted them to sponsor their parents, and they´re not going to be able to do so," he said.

Acceptance rate cut since 2006

A statement from the Chinese Canadian National Council says the target number of parents and grandparents accepted has dropped from 20,000 in 2006 to 15,000 in 2010. A spokesman for the council says they´d like to see the entire family approved at the start of the immigration process.

"A temporary visa, even though it´s a long-term one, actually can create a two-tiered status among families," Victor Wong, the council´s executive director, told CBC News. Those who enter under the visitor´s visa will have to be careful about medical costs and won´t be able to work with a separate visa, he said.

Kenney has spent much of the week talking about next year´s targets and changes within Canada´s immigration system. Earlier this week, he and Gary Goodyear, minister of state for science and technology, announced a change that will allow international students earning their PhDs in Canada to apply to become Canadian under a skilled worker program. It could mean faster processing for those in programs that qualify.

About two-thirds of immigrants to Canada don´t enter as economic immigrants, Kenney says. The majority of new Canadians enter as children, spouses, parents or grandparents of economic immigrants.

wow, The CBC had this on their news and this post has been up for almost 12 hours and not one person has made a comment - not even Roy! Maybe he is on his way to Ottawa to burn down Jason Kenny´s office.

THIS IS HUGE. Good news for a 180,000 people and their families currently waiting but not so good for those not currently in the system.

CIC has to break it into manageable pieces I agree with Jason´s decision. As it was, it was very evident that CIC could not properly manage it.

Other categories are going face the same thing. The Alberta government dropped family stream program for the same reason last year.

Unfortunately, the Harper government is going to take the heat for a policy that was put into motion a decade ago that was simply destined for crisis.

How can you tell 100,000 new Canadians every year that they can have Mom and Dad come live with them - no problem. Well, actually, it IS a problem. It´s not sustainable.

Here is my view. Jason Kenney is not a Conservative!

IMMIGRATION IS MY BUSINESS AND IT IS CIC BUSINESS AS WELL!

Dear All

When there were too many Federal Skilled Worker applicants from certain countries that cause those applicants to wait four or five years to be processed Jason Kenney creates his Ministerial Occupational list and send all the FSW applicants who paid adrift.

Why did he not hire more staff? He could of redeployed staff as well.

Who cares if the former FSW applicants paid millions!

When there were too many millionaires applying to come to Canada and his staff could not process the applications fast enough he cancelled the Investor class.

Why would Canada need all those millions in these tough economic times?

Why did he not hire more staff.

When the wait times reached 49 months for a sponsor of a parent to prove they are a Canadian and meet the LICO Low Income Cut Off he stopped parental sponsorship applications.

Why did he not hire more staff all the applicants paid?


When 200 leads regarding Marriages of Convenience MOC´s were reported Jason and Vic Toews found that only 39 required further investigation. Of the 39 MOC that were Investigated FOUR were my clients. Of the 39 only seven sponsors were charged and they only got three convictions but for what? FTA on a PTA?

How many Sponsors entered into their relationship blindly? How many Sponsors knew they should withdraw their sponsorship´s & didn´t?

Because of THREE unclear convictions they change the rules on Spousal Sponsorship applications and reduce them as well?????

Why do Spousal Sponsorship´s from Nairobi Kenya take 32 months?

PLEASE SOME ONE GIVE ME A LOGICAL REASON FOR REGULATION 11 WHEN JASON KENNEY DOES NOT REDEPLOY STAFF?

Why would MEN, yes men, have to remain in a marriage that is not growing for five years just to be official in Canada.

What really bothers me is I have not heard one valid point why Jason Kenney will reduce the amount of DEPENDENT CHILDREN BEING ALLOWED INTO CANADA.

I had to wait because I was too angry to comment.

Hello,

When I had applied for Canadian Immigration, I had put wrong month of birth for my mom interms of filling the applications to provide family information. After 5 Years, my brother also applied and he used the same month of birth which I put. Because he asked me. In our culture we do not celebrate mom´s birthday. I never asked my mom her date of birth. Now I am a Canadian Citizen and would like to sponsor my mom. How will I fix it? Only the month is wrong. I had phoned CIC. They said they will not change it after so long. They need an explanation letter. If i do everything correctly by explaining why and how it had happened, will I be in trouble. Or they will cancel my Citizenship. I am really nervous. Please if you can suggest. Thanks.

Enter the real month of her birth in consistent with her relevant documentations, declaring that what was entered in my initial immigration application was done in error due to the culture that neither celebrates nor allow the biological sons to remember their biological mothers´ birthdays.

Parental backlog money.

165,000 applications in the backlog.

Application fee $550.00 + Right of Permanent Residency Fee $490 = $1040.00

Then take $1,040.00 and multiply by 165,000 applications =
One hundred and seventy one million six hundred thousand dollars. 171,600,000.00

Lets not focus on the 22,500 Investor class applicants backlog who have to deposit thousands with the government.

When one gets busy they should hire more staff.

Let´s hire more staff?
Ok let´s imagine that CIC does it and finally the applications are processed and then what?

The health care is not set for it, the amount of jobs available as well as the unemployment rates aren´t ready for it.

Before hiring more staff I personally think that the rest of the federal government should clean the house first.

Canada has a negative birth rate so who will take care of you when your old?

It only takes one great idea to employ thousands. RIM, Apple, Google, Camaro, Bio Fuels, Diamond mine.

Okay RIM was a bad example.

When one looks to the negative or don´t do anything because there is NO GROWTH!
