I´ve been in Taiwan 11 years and have been with my gf for 4. I am going back to Canada in April to work and want to know the best way to marry and get her PR. From the forum I see that most in this position are told to marry outside and then for the Canadian to go back and apply for PR. Is this correct?

You can marry her in Taiwan, then you can submit the application for sponsorship along with her application for PR.
As a Canadian citizen, you can stay with her until the process is done in Taiwan.
Only Permanent Residents sponsoring family members are required to stay in Canada during the process.
