Are low-income seniors who are retired and are receiving Old Age Security and the Guaranteed Income Supplement eligible for sponsoring spouses?

technically yes but CIC is going to be wondering how you intend to support your sponsored partner on a limited income. They are also going to be nervous about their health... assuming that your partner is similar in age.

Here is the section that some visa posts use. It is part of an IAD decision from Member Sherman in Toronto.

IRPA 39. A foreign national is inadmissible for financial reasons if they are or will be unable or unwilling to support themself or any other person who is dependent on them, and have not satisfied an officer that adequate arrangements for care and support, other than those that involve social assistance, have been made.

Now lets say you have sufficient saving combined with your new partner who is younger and your opening a business that is well researched.

The fact that your some what retired will go against you but other factors will be in your favor. We don´t know how senior you are or how Junior your partner is.

I agree it will be difficult it is best you hire an experienced counsel ho has the time to provide you with the best possible answers.
