my query is that i applied for the PR on skilled category from CHC, New Delhi in August 2004. now, i wanna ask someone if i can apply for a student visa to canada while my application is in process!! wats the chance of it getting accepted? can i apply for student visa of some other country like australia or UK? how would that affect my application??

You can apply another country except Canada, study permit is granted for study purpose not for immigration purpose. Once you show clue of immigration purpose.
The application form probably will ask you if you have applied permanent resident before, if you say yes, it probably gonna refuse your study permit.

You can always try for a study permit in Canada. I knew a person in the same situation as yours and they were given the study permit in Delhi even though they´d applied for immigration. This happened about 5 years ago and it may be different now.

yes Yijie your reply is correct 100% , this case like my case it called (dual intent) , so if you state that during PR interview you will harm your PR case, so you should decide now to enter canada as a student or as an immigrant.
