The new rules are not to start until June 2012 there will be no PRRA then. H&C submissions if quality can prevent your removal. Some H&C decisions can take years because individual officers do not want to refuse a quality H&C submission nor do they want to approve one based on what their boss might think. Refuse quality ones that get over turned in Federal Court or approve too many and the Boss can ask you to explain. H&C´s are common sense and sometimes an individuals interpretation of common sense is illogical to others.
No one knows for sure how long it takes CBSA to call you in for a PRRA and how long it takes for them to render a decision. The better the submissions normally the longer to get a reply.

Employers don´t get you work permits they get authorization to hire foreign workers due to a labor shortage. Depending on the tyupe of removal order you get you may need an ARC and your Visa Post will explain how to pay for removal costs.

You were taking a Masters course at a Canadian University and want everyone to believe you did not know you could work without authorization? Even the Universities help out foreign students with information and your student permit informs you´re not allowed to work. You will highly unlikely get any ARC not sufficient reasons.
