If the applicant got caught overstaying etc. prior to being called to the PRRA or submitting an In Canada Spousal Sponsorship application it means that your removal will not be deferred to assess the sponsorship application.
Normally this is an issue that your not included in Public Policy guidelines because you deliberately evaded removal.
Normally CBSA will give you some additional time to see if Vancouver BRO will process your application but.....
Unless your from a country where they can not get you a travel document find a competent Immigration Law Firm to file a stay in Federal court.

One parent went underground as you state and she was approved on January 3rd 2012.
I know it works even though I would never recommend that because it was my client.
