Subject: sponsoring for domestic work
  Can anyone advise on procedures to sponsor a non-relative to be hired solely as housekeeper.

What responsibilities does the potential employee take to ensure clear passage to Canada (ie criminal check, medicals etc) prior to approval? How long must an employer committ to sponsorship? Are there programs in place for salary incentives from Immigration for the employer? What are the expectations of the employer in terms of government fee requirements (if any), health care, travel expenses and salary either prior to approval or upon entry?

There is no housekeeping class.

The closest thing is live-in caregiver where you bring someone over to take care of your young children (or sometimes very elderly parents). Information is here:

There are no salary incentive programs.

There is no such a thing as a housekeeper class. If you need a house keeper, call a company and they will send you one. You cannot bring a housekeeper like that.
