The information you´ve provided is misleading.

The cap was actually reached during the first five business days of July (not in August). However due to the volume of mail recieved by CIC, it took them several months to open the mail received over the first few days of July and this is why the CIC web site didn´t reflect the cap being reached until August. In other words, if your application for NOC 1122 wasn´t received within the first five business days of July 2011, you missed the cap and your application was returned unprocessed.

Assuming the FSW rules remain unchanged, most expect the cap for NOC 1122 to be reached even faster this year.

Of course if this is true, then the cap is irrelevant.

Go back to the forum you provided links to and read the 1122 threads in detail (i.e. to the end). This is a very active forum with a large number of NOC 1122 applicants. You´ll see that no one had an application accepted after the first few business days of July and everyone whose application reached CIC after the first few days of July had their applications returned unprocessed due to the cap being reached.

Again, if you read the NOC 1122 threads in detail, at first you´ll see there was some hope that applications received by the middle of August were safe (i.e. had made the cap). But this hope quickly faded as applications started to be returned due to the cap being reached.
