Subject: Interpreting CIC information
  How do you interpret the processing time information they provide in the CIC website?

For instance, Buffalo

30% of cases finalized in 9 months
50% of cases finalized in 11 months
70% of cases finalized in 15 months
80% of cases finalized in 20 months.

It seems to me that these are percentiles, rather than percentages. Seems like a cumulative density function. So, when 20 months have past from the beginning of the counting period, 80% of the cases have been finalized (including those that were finalized in 9 months). However, the counting period they report is usually only 12 months. When do they start counting?

I am bit confused here.

This is what I found out, time for CIC does not exist. You see we mere mortals are limited by time but almighty CIC which is timeless, has no concept of time.
We were given an approximate processing timeline just as you´ve outlined (of course no promises were made or given) for our Spousal sponsorship, however what was not told was when exactly the time starts, ie from when I as a sponsor am approved or from the moment our file arrives to the overseas bureau, or whenever they feel like "starting" it. So, we wait and wait and wait...tick, tick, tick. Time just doesn´t matter to those who have so much of it.

cumulative is the only way it makes any sense. To add to the confusion they are reporting on stats from 2004. wish there was a way to give everyone a clear idea of how long they must wait but it seems like every application is in a varying degree of preparedness and complexity. If the officer must wait for an applicant to send additional documents the clock continues to tick. Don´t know what to say about stray documents other than it is very disappointing. I cannot imagine what the filing system must look like in Buffalo.

That´s too bad we don´t get a clear picture. Speaking for myself, of course, I don´t mind standing in line, as it were, as long as I see the line moving.

WOW!! Looking at these numbers, if they are true, don´t give anyone too much encouragement unless you´re applying through Sao Paolo, Brazil.

CIC has data that could provide a probabilistic picture of what you can expect. However, the profound inefficiency and lack of profesionalism that reigns over CIC is reflected in the way they describe those figures. It is a shame.

As for myself, I consider my intentions of migrating to Canada a thing of the past. Sometimes, life has a funny way of fixing things. It´s ironic, I could go to my mailbox and find the passport request today or tomorrow, but today I do not consider myself a member of the spousal class anymore. I have no clock ticking any more. I won´t be surprised that the passport request arrives, when I don´t need it anymore.

HI all,
The point here is not only the time that the process takes. It is also the nightmare of PASS MARK. What if it went to 75 or even 80. This will happen coz it is impossible that the process would take at least 2 years and the pass mark will remain the same for all this time!!!!!!!!!! At least as long as the pass mark is not changed, my heart is still beating. So, pray for God tht my heart will go onnnnnnnnnn beatingggggggggggggg. TITANC MANNNN.
I´m giving u this as a joke and serious.
Pray for God the pass mark will not changeeeeeeeeee.
