| Subject: Changes to H&C applications |
No one who has a refugee claim in process or one year has not passed since they were refused on their refugee claim can submit a new H&C application.
This was passed by the conservatives in bill C-31.

No Jason Kenney is trying to limit who deserves compassion with no logic.
Let´s say a Syrian man who speaks English and his family comes to Canada and makes a refugee claim now. One of the first things he looks for is a job. Since he is having difficulty finding employment (no Canadian experience) he takes a course to get his Long Haul Truck Drivers license while he waits for his refugee hearing to be scheduled.
Long Haul Truck Drivers are in high demand in Canada. After three months of driving truck he decides to lease his own truck so he will more than double his Income. He finds another Truck Driver and has him drive all hours that he can´t there by creating employment.
Then he leases another Long Haul Truck and hires another driver. Then he leases another Long Haul Truck and hires another driver. Then he leases another Long Haul Truck and hires another driver.
Now he is established in Canada and wants to seek Landing based on establishment in Canada H&C factors.
He can´t he has not had his hearing yet and won´t be allowed to even apply until one year after his claim is rejected. By the time Vancouver BRO actually looks at his H&C application CBSA tells him to get on a p[lane and go home.
