When trying to prove that the Chinese government levies a social maintenance fee (fine) to parents who have a second or third child it is very difficult to prove just how much of a fine is set.

There is always those one or two brave souls who stand up to the government and say "I´m not going to take this" that is reported normally in right to life type papers. Immigration Canada does not always put a lot of probative value (weight) on those articles.

The IRB site has an information response request that states parents returning to China with above quota children MAY NOT be subject to the one child policy. It does not say they WILL be fined or WON´T be fined. The H&C Officers take that to mean they are unlikely to be fined so no reason to show compassion.

A couple of days ago I was handed a official Chinese government document from the Guangdong province that states the FINE for having a second child equates to $25,866.14

The document claims this amount is the standard levy so that means they can charge nmore for a second child. This couple got charged $205,000.00

The ONE CHILD policy which was implemented in China in 1979 may be a thing of past by 2015 (around the end of 2011-2015 economic development plan) as the Chinese government is considering that couples may have up to two children.

Yes Anonymous I agree with your post and when I check my Lotto Max tickets this Saturday morning I will be the holder of the winning ticket for the 50 million plus have the tickets of all the other 50 X 1 Million winning tickets.

Obviously Roy don´t know why the one child policy was implemented....

To control the population which the China is able to feed and cloth her population if left uncontrol.

Another analogy.... Say Roy´s parent was very poor and can hardly themselves but decided to have a child (bad decision??), Roy could hardly receive education and alwyas on a empty stomach - (assuming no support from govt... does Canada give grant to China?),what will happen to Roy if he had more sibling? he might not even have an education to begin with and might not even survive if his parent cannot even feed themselves.

Lots of people die during the cultural revolution due to hunger... They don´t want to bring the child into this world and leave them to die because lack of food....
What is your suggest Roy??? remember... no grant.....

A lot of people die everyday due to all kinds of reasons, SO?

When a government signs the UN Convention on the rights of the child they have an obligation to meet the terms of that convention.
