If you had become a Canadian citizen in 1995 - then your child would be Canadian. Since you were only a PR - your child has no status in Canada.

If you are still a permanent resident of Canada living in Canada, you have to sponsor your child to come to Canada as a landed immigrant. If you are a Canadian citizen now, you can sponsor your child even if you are not in Canada.
You have to be in Canada when the child lands or be with him/her when landing.

Does anyone know what visa would I get if my Partner is a Canadian Citizen and we have a child. Me and our child is living outside Canada.My partner is earning 50,000 $ a year. We also have photos together, we lived together for about 2 years together before she went back in Canada.
