There are several situations when an H&C approved (stage 1) applicant can not obtain a passport from their country to get landed.
Compassion is common sense.
Take Kosovo for example they have no Embassy or Consulates abroad that can issue a passport. Albania requires the person to be in Albania to get a new passport. India will not issue a passport for H&C approved applicants, the list goes on.
What is required in this situation is an original identity document that pre-dates the applicants arrival in Canada.
