Hi,
My wife and I live in states but plan to move to Toronto in 6 months to be with her sick parents. She is a Canadian citizen and I´m a U.S. Citizen. Should we apply for my Permanent Resident card from outside or inside? Can I reside in Canada while I wait for my PR card?

So her parent(s) are sick? Waiting six months?
The faster and better route is outside of Canada. Your wife will need to call for her Option (c) CRA form hopefully she has paid her Canadian taxes.
It is better that she moves now or uses a Canadian address the Visa post will know about any US taxes that she has paid and if she is still working in the USA.
You can live with her as a visitor during the process.
