Hi,
I dont really understand what CIC is planning to do in near future. If you read carefully FTSP section there is writen:

1) we will accept no more than 3,000 complete applications for processing in the first year

2) to apply you must:
...
*have an offer of full-time employment for a total period of at least one year** or a certificate of qualification in that skilled trade issued by a provincial or territorial body.

Wow,
They will accept no more than 3000, they are not saying we will approve 3000, because they can get 3000 complete application in 48 hours and shutdown the section... (scary)

Job offer is mandatory.... Its scary again, Canada is closing doors , and we should expects Expresion of Interest next year... Is Canada transfering or closing doors for people without Canadian experience or job offer, they are implementing Australian Immigration System I guess, where Job offer is a must

Yours,
Speedoflight.

Determine your eligibility — Skilled trades
The Federal Skilled Trades Program is for people who want to become permanent residents based on being qualified in a skilled trade.

Note: to avoid backlogs and ensure fast processing times, we will accept no more than 3,000 complete applications for processing in the first year (from January 2, 2013 to January 1, 2014).

Within the 3,000 cap, no more than 100 new applications for certain jobs will be considered for processing each year. There is no sub-cap for other skilled trades. See which applications we are currently accepting.

To apply, you must:

plan to live outside the province of Quebec (Note: The province of Quebec chooses its own skilled workers. If you plan on living in Quebec, see Quebec-selected skilled workers for more information),
meet the required levels in English or French for each language ability (speaking, reading, writing, and listening),
have at least two years of full-time work experience (or an equal amount of part-time work experience)* in a skilled trade within the five years before you apply,
meet all job requirements for that skilled trade as set out in the National Occupational Classification (NOC), and
have an offer of full-time employment for a total period of at least one year** or a certificate of qualification in that skilled trade issued by a provincial or territorial body.
*“Full-time work” means at least 30 hours of work over a period of one week, or an equal amount in part-time, paid work experience. For example:

if you worked 15 hours per week in one job over four years, or
if you worked a total of 30 combined hours per week in more than one job over two years.
**Up to two employers can commit to employing you for at least one year of continuous full-time work, meaning at least 30 hours of work over a period of one week.

Took you some time to see that, glad you woke up.

Employers can select FSW from a pool after they can´t find employees. Then tell the potential applicant to do security checks and medicals and wait a year for the employee.

OR

Apply for a LMO and get the employee there in a month.

2013 and 2014 seems to be major changes and CIC is transforming their immigration system.

Roy, I didnt understand, did you mean that FSW program is not as they are trying to introduce. Without job offer we would not even spend money to file the application.

You are mixing things up. The FSW program is still there with new rules coming out in May.

This specific skill program with 3,000 applications is for specific skills- trades mostly. Almost like a fast track program.

The changes for the FSWP are Jason Kenney attempt to eliminate all FSW Immigration authorized advisers.

He wants to create a huge pool and have all poorly informed potential immigrant dreamers to jump in and tread water for ever. Then allow provinces and employers to select potential Immigrants from the pool bypassing all the Consultants and Lawyers who have been seeking out potential Immigrants for decades.

Now the Internet has made it somewhat easier for certain individuals to apply by themselves but the vast majority use a representative to assist them.

The most common mistake DIY applicants make is listing the CIO Central Intake Office as their Visa Post. Then the whole file gets returned. The second most common mistake is the wrong NOC code based on experience or their employment letter regarding their main duties.

I envisage a huge floating pile of human waste from every Tom, Dick and Harry who can no longer apply on their own or have a representative pre-screen them.

You have been here for years trying to wade through the ever changing options.

Lets tell everyone jump into the pool the water is warm and employers are willing to assist you with completing the forms correctly and will be there to answer all of your questions.

No more need for any authorized advisers or Immigration forums.
