Positive is considered good and vice versa.

Immigration Canada or Minister´s Delegate depending on your case.
3- how long it take them to send a letter? As long as it requires.

That a decision has been made is good. It mean. You will know the outcome of your application.
What the decision is will be stated in the letter you are going to receive. With regards to how long it will take to receive that letter. It depends of where it has to be sent. (Canada or overseas)
One thing for sure, depending on how you applied(family class ect..) you will want to contact CIC if you have not received the letter with in a few weeks. I mention this because should it be a refusal letter, with a right to appeal, you will only have so many days from the date on the letter to file it.
