Based on what on the CIC site is written the officer cannot give points, it was in the previous system when the officer could give up to 10 points. But who knows.

the whole purpose of our point system and language testing was to remove the discretion opportunities of the immigration officer. The operations manuals that govern how they assess the applications are very clear. If.... then you do this. or you give them X points. No real room for coruption - which is exactly what we wanted as a country.
