| Subject: abandoned refugee claim - re entry ? |

Hello, my uncle applied for refugee claim 5 years ago in Canada but abandoned his claim and left for his country voluntarily, when the conflicts, reason for his claim, resolved. Today, He was refused Visa to come to Canada - Reason being that "he is not authorized to enter Canada - because his departure 5 years ago was not reported to the CIC". And made him fill out a certificate of departure form.
Question : Should he have notified CIC before departure 5 years ago ? wouldn´t they know automatically when he left? What can he do now ?
