Family Class immigrants are people sponsored to come to, or remain in Canada by a relative who is a Canadian citizen or a permanent resident of Canada.
The Family Class applicant must be the sponsor´s:
spouse, common-law or conjugal partner;
dependent child, including a child adopted abroad;
child under 18 years of age to be adopted in Canada;
parent or grandparent; or
brother, sister, niece, nephew or grandchild who has been orphaned, is under 18 years of age and is not a spouse or common-law partner.
Dependent children of a sponsored immigrant may be included in that person´s application.
In addition, spouses or common-law partners who are 16 years of age or older, and have legal temporary status in Canada as visitors, students, or temporary workers or Temporary Resident Permit holders may apply under the In-Canada Class.

I also believe you can sponsor ONE family member if you have no relatives already in Canada.

Shahi,
"Sponsor" is not the correct term as you are above the age of 18 and don´t depend on your sister or brother for living.
However, you get extra points in your application for that - which is also good. So make sure your other factors plus this add up over 67 to apply as independent class applicant.

Perrine Babylon: No there is no such law and intent. Overage brother and sisters can always apply on their own if they have the necessary skills and education. If not, unlikely that Canada will want them as we have hundreds and thousands of unskilled people in Canada to deal with.
Bebe Hajira Wazid: No, you cannot sponsor your brother if he is 30 years old, unless you can prove that YOU are the only member in Canada, no parents, relatives, relatives, etc. Immigration and Refugee Protection Act - Section 117(1)(h).
sheneera benjamin: No, none of them will meet the definition of family member under the Immigration and Refugee Protection Act (IRPA) - see Section 117(1).
